The difference is based on the liquid's flash point, as defined by OSHA. A liquid like that flagged by a hazard hydrogen flammable gas sign can ignite at lower temperatures (flash point below 100°F), posing a greater immediate risk than a "combustible" liquid (flash point at or above 100°F).

You should place flammable liquid warning signs in highly visible locations where they can be seen before a person enters a hazard area. Per OSHA guidelines, this includes entrances to storage rooms, on cabinets, and near equipment that uses flammable liquids.
